Carol Sikov Gross, Esq., CELA

Ms. Sikov Gross is the managing partner in the Pittsburgh law firm of Sikov and Love, P.A. She is a certified elder law attorney (CELA) through the National Elder Law Foundation as authorized by the Supreme Court of Pennsylvania and was admitted as an ACTEC Fellow in 2012. In 1998, Ms. Sikov Gross became the founding chair of the Elder Law Committee of the Allegheny County Bar Association (ACBA). She is a past chair of the ACBA Probate and Trust Law Section Council. Ms. Sikov Gross is a member of the National Academy of Elder Law Attorneys (NAELA) and was a Vice President of the Pennsylvania Association of Elder Law Attorneys (PAELA). She has served on the Pennsylvania Bar Association (PBA) Elder Law Section Council. She writes for the Pittsburgh Legal Journal. Ms. Sikov Gross is a frequent speaker for PBI and others as well as for the Osher Lifelong Learning Institutes at Carnegie Mellon University and at the University of Pittsburgh. She has been listed as an elder law attorney in Best Lawyers in America and has been selected for inclusion in Pennsylvania Super Lawyers®.

Rebecca A. Hobbs, Esq., CELA

Rebecca A. Hobbs is a Principal with the law firm O’Donnell, Weiss Mattei, P.C. with offices in Pottstown and Phoenixville, Pennsylvania. She focuses her practice on elder law, special needs planning, Medicaid planning, guardianships, estate planning, estate and trust administration, and Veteran’s benefits. Rebecca is Certified as an Elder Law Attorney (CELA) by the National Elder Law Foundation as authorized by the Pennsylvania Supreme Court. Rebecca is licensed to practice in both Pennsylvania and New Jersey. Rebecca is an accredited attorney for the preparation, preservation and prosecution of claims for veterans’ benefits before the United States Department of Veterans Affairs. From 2017 – 2024 Rebecca was selected for inclusion by the Pennsylvania Super Lawyers as a Rising Star in the field of elder law. She is an active member of the National Academy of Elder Law Attorneys (NAELA) and the Pennsylvania Association of Elder Law Attorneys (PAELA). Rebecca is also a member of the Montgomery Bar Association, serves on their Board of Directors and Executive Committee, and is a Co-Chair of the Elder Law Committee. Marielle F. Hazen, Esq., CELA

Marielle F. Hazen is the founder of Hazen Law Group, a firm dedicated to the practice of elder and special needs planning law, estate planning, tax planning and estate administration. Ms. Hazen has earned the distinction of being a Certified Elder Law Attorney by the National Elder Law Foundation, as authorized by the Pennsylvania Supreme Court. She currently serves as Treasurer of the Board of Directors of the National Academy of Elder Law Attorneys (NAELA) and as Co-Chair of its Federal Advocacy Committee. She is an ACTEC Fellow, Past President and one of the founding members of the Pennsylvania Association of Elder Law Attorneys (PAELA), a Past Chair of the Elder Law Section of the Pennsylvania Bar Association (PBA), and a Past President of the Special Needs Alliance (SNA), a national nonprofit alliance of special needs planning attorneys. In 2023, Ms. Hazen was recognized as a Fellow of NAELA, the highest honor bestowed by the Academy in recognition of exceptional contributions to meeting the needs of older Americans. In 2018, she received the NAELA John J. Regan Writing Award for co-authoring the article “The Fiduciary Pitfalls of Managing Special Needs Trusts That Own Real Estate.” In 2014, Ms. Hazen was presented with the NAELA Powley Elder Law Award. This national award is presented to an attorney who has demonstrated a commitment to promote, in the minds of the general public, a greater understanding of the rights and needs of the elderly and people with special needs. In 2010, Ms. Hazen was presented with the Excellence in Elder Law Award from the Elder Law Section of the PBA. This award was given in recognition and appreciation of her superior professional efforts in the field of elder law, her significant contributions to the legal profession and her noteworthy service to the elderly. In 2009, Ms. Hazen received an Outstanding Achievement award from NAELA. Ms. Hazen has been selected by her peers as a “Super Lawyer” in the field of Elder Law and as one of the Top 50 Women Lawyers in Pennsylvania, as featured in Law and Politics Magazine. She has also been selected as one of the Best Lawyers in America, and Hazen Law Group has been recognized by U.S. News and World Report as one of the top law firms in the country. Ms. Hazen has received Martindale-Hubbell’s highest lawyer rating of AV®. An AV Rating is given to those attorneys who have reached the highest standards of professional excellence.

Robert Clofine, Esq., CELA

Mr. Clofine has practiced in York since 1985. His practice focuses primarily on estate planning and administration and elder law. He is a certified elder law attorney (CELA) by the National Elder Law Foundation. He is a frequent contributor to local newspapers and has authored over 300 articles on issues of estate planning and personal finance. He has been quoted and mentioned by USA Today, Money Magazine, Kiplinger’s Personal Finance, Kiplinger’s Retirement Report, Mutual Fund Magazine, The Wall Street Journal, Bloomberg Personal Wealth Manager and Fortune Magazine in articles dealing with estate planning and elder law. Mr. Clofine is a fellow of the American College of Trust Estate Counsel and a member of the Joint State Government Commission’s Advisory Committee on Decedents’ Estates Laws. He is a past president of the Pennsylvania Association of Elder Law Attorneys and the former chair of the Elder Law Section of the Pennsylvania Bar Association. He has been selected for inclusion in Pennsylvania Super Lawyers® in elder law every year since 2005 and has been included in the Best Lawyers in America since 2008 in the field of elder law. He is a 1978 cum laude graduate of Villanova University and a 1982 cum laude graduate of the University of Pittsburgh School of Law.

John S. Whitelaw, Esq.

Mr. Whitelaw is Advocacy Director for the Community Legal Aid Society in Wilmington, Delaware. Before that he was co-director of the Aging and Disabilities Unit of Community Legal Services, Inc. in Philadelphia. Previously, he worked for legal aid programs in Delaware, West Virginia, and Minnesota. He has over 35 years of experience in representing clients before the Social Security Administration, having represented hundreds of individuals in administrative hearings, federal district court and the Court of Appeals. He graduated from Stanford Law School in 1986. He holds an A.B. in history from the College of William and Mary, which he received in 1983.

Guy F. Matthews, Esq., MBA, LLM

Mr. Matthews joined Eckell Sparks in 1989. He received his undergraduate and master’s degree in Business Administration from Widener University. He earned his law degree in 1979 from Temple University School of Law and a Master of Laws in Taxation from Villanova University. Additionally, he has received the C.L.U. and Chartered Financial Consultant designation from the American College. His practice concentrates in the representation and counseling of individual and corporate clients in business, estate and financial planning matters. He personally handles all aspects of the estate planning process from the client interview to the drafting and execution of all documents. Mr. Matthews has direct involvement with numerous corporate fiduciaries and has incorporated into his document’s changes suggested by the particular fiduciary. Estate planning techniques used, and documents prepared include wills, revocable trusts (including marital/bypass trusts), irrevocable life insurance trusts, generation skipping “dynasty” trusts, personal residence trusts, family limited partnerships, defective grantor trusts, split dollar arrangements, deferred compensation arrangements, grantor retained income trusts, grantor retained unitrusts, charitable remainder annuity trusts and unitrusts, and “stretch IRA” trusts. Mr. Matthews’s practice also involves the administration of complex estates, including post mortem planning, and estate tax audits. He is directly involved in the administration of trusts including charitable remainder trusts, life insurance trusts and marital/bypass trusts, assisting both corporate and individual fiduciaries. Additionally, Mr. Matthews prepares and conducts seminars for the public and professional organizations (CPA organizations, CPE approved, estate planning and bar organizations) on various estate planning topics. He has developed and presented “The Comprehensive Estate Planning Program” on a continuing basis. Other presentations include “Estate Planning with Qualified Plan and IRA Distributions,” “The Eternal IRA,” “Minimum Distribution Planning,” “The Use of Trusts and Tax-Managed Investing,” “Planning for Long-Term Care,” “Charitable Remainder Trusts – Giving Your Cake and Eating It Too.” Mr. Matthews has been selected for inclusion in Pennsylvania Super Lawyers® each consecutive year since 2009.

Katherine C. Pearson

Katherine C. Pearson is a Professor of Law and the Arthur L. and Sandra S. Piccone Faculty Scholar at Penn State Dickinson Law in Carlisle, Pennsylvania. Her scholarship focuses on laws and policies connected to aging and she frequently includes age-related issues in her teaching of courses on contract law, conflicts of law and nonprofit organizations law. Beginning in 2018, she initiated a new format for her elder law course, with individual modules permitting in-depth examination of selected financial planning, care planning (including end-of-life decision making), and comparative law issues. She is the author of articles and chapters on long-term care, continuing care communities, financing and filial obligations, and is the co-author of a treatise, The Law of Financial Abuse and Exploitation (Bisel 2011). As a former U.S. Fulbright Scholar (U.K. in 2010), her work includes international, comparative analysis of laws affecting families, including work as an international consultant to promote better systems for safeguarding and adult social care. H. Amos Goodall, Esq., CELA, LLM

Amos Goodall has been practicing law in Centre County since 1976, and is currently affiliated with the eldercare and special needs planning firm of Steinbacher, Goodall Yurchak. Amos is certified as an Elder Law Attorney (CELA) by the National Elder Law Foundation (NELF) where he served as President. Amos also served on the Elder Law Certifying Exam Drafting
Committee. He is a Fellow both of the American College of Trust and Estate Counsel (Retired) and of the National Academy of Elder Law Attorneys (NAELA), and is a member of the Special Needs Alliance, an organization of leading elder law and disability law attorneys located throughout the country. For fifteen years, Amos was a contributing author for Lexis Nexis “Tax, Estate Financial Planning for the Elderly” and “Tax, Estate Financial Planning for the Elderly: Forms Practice”. He has been recognized as a pre-eminent attorney by Martindale-Hubell since 1992 and has been named as a Pennsylvania Super Lawyer in the area of Elder Law by Philadelphia Magazine every year since that category was created. Amos has been recognized for a number of years in the list of Best Lawyers in America in the practice area of elder law, and was identified as the Best Elder Lawyer in central Pennsylvania. In 2016, Amos was appointed to the Advisory Council of the Center for Excellence in Elder Law at Stetson University College of Law. Amos is a member of the PA General Assembly–Joint State Commission on Decedents’ Estates Laws; The PA Bar Association, Lawyers Concerned for Lawyers, Inc., Board of Directors; The American Bar Association, Military Pro Bono Project, “Operation Standby”. Most recently, Amos was appointed to the disciplinary and ethics commission (DEC) of the Certified Financial Planner Board of Standards, Inc. (CFB Board) and its Competency Commission. Amos received his bachelor of arts degree from Franklin and Marshall College, his juris doctor from Fordham University School of Law, and his LL.M. in Elder Law from Stetson University. As a long time resident of Centre County, Amos’ many community service commitments include the Centre County Community Foundation Board of Directors; incorporator and solicitor with The Centre County Farmland Trust; Halfmoon Township solicitor; Foxdale Village agency solicitor; State College Friends School agency solicitor; Center County Bar Association, Centre County Legal Journal Associate Editor; University Baptist and Brethren church, church counsel. A 1974 graduate of Fordham University School of Law, he has practiced and been involved in the Centre County community since 1976. During that time, he has worked in a variety of matters from capital murder defense cases to class action prosecutions. His current clients include municipalities, banks and credit unions, large landlords, a retirement community, several homeowners associations, a number of businesses and many individuals. He is also solicitor to the Fraternal Order of Police Organization which includes central Pennsylvania police personnel. Mr. Goodall is a certified Elder Law Attorney by the National Elder Law Foundation and is a member of the National Academy of Elder Law Attorneys. He advises persons and families with estate planning concerns, competency issues and estate administrations. For a number of years, he was solicitor to the Register of Wills. He was awarded an Estate Practice certificate by the Pennsylvania Bar Institute. Mr. Goodall’s practice has included a number of cases of first impression, including, in 1978, the first proceeding under Pennsylvania’s then-homicide by vehicle law, in 1992, the first proceeding under Pennsylvania’s current guardianship law, and in 1999, the first proceeding before the Pennsylvania Charter School Appeal Board. Mr. Goodall has clerked for a number of judges including a New York City Criminal Court Judge (now NY Supreme Court Justice), a Federal Magistrate (now U.S. District Judge, S.D.N.Y.) and the Chief Judge of the U.S. District Court for the Middle District of Pennsylvania. Mr. Goodall studied at the American College in Paris, University of South Carolina and is a 1970 graduate of Franklin and Marshall College. Mr. Goodall has extensive involvement in community affairs. He has been solicitor to the Centre County Youth Service Bureau since 1977 and to the Centre County United Way since 1988. His community service awards include (1991) Pennsylvania Bar Association Pro Bono Service Award, (1992) Centre County Youth Service Bureau R. Paul Campbell Award, (1996) IOLTA Board Recognition Award, (2000) Clearwater Conservancy Award for Thompson Wood Project. With his children, he has been involved in serval international projects. A frequent lecturer on ethics and Elder Law topics, Mr. Goodall was a member of the Pennsylvania Judicial Inquiry and Review Board and is a Hearing Committee member for the Pennsylvania Disciplinary Board.

Judge John J. McNally III

Judge McNally was elected to the Court of Common Pleas of Dauphin County on November 7, 2017, with which he has served in the Civil Division since taking oath. He also serves as an Orphans’ Court Judge. Prior to his public service John’s practice of law was primarily devoted to civil litigation. He also served as Commissioner on the Pennsylvania Gaming Control Board (2013-2015). Judge McNally earned his B.S. degree from Penn State University in 1984 and his J.D. degree from Dickinson School of Law in 1988. 

William McKendree, JD, MPA

For over 25 years, Bill McKendree has worked to realize a simple notion: That every individual, regardless of their circumstances, can access all of the care they need to live a healthy and productive life. Currently, Mr. McKendree is executive director of the Pennsylvania Healthcare Benefit Solutions Program, a 501(c)(3) non-profit agency helping people access affordable healthcare services through counseling, education and advocacy. Prior to his work at PHBSP, Bill was program manager for Allegheny County’s APPRISE office – helping residents of Allegheny County navigate the complexities of state and federal healthcare benefit programs. And before running Allegheny County APPRISE, he was director of the Pennsylvania Center for Aging Services, assisting Pennsylvania’s seniors access medical, legal and social services. In addition to his work at PHBSP, Bill teaches at the University of Pittsburgh’s School of Pharmacy and is preceptor for the School’s Experiential Learning Program. He also teaches classes on health law and health care policy at Penn State University, La Roche University and Carnegie Mellon University.

Eric R. Strauss, Esq.

Mr. Strauss is a partner with the Lehigh Valley law firm Gross McGinley, LLP, with offices in Easton, Allentown, and Stroudsburg, where he focuses his practice on Estate Planning, Estate Administration, and Orphans’ Court litigation. He received his B.A. from Syracuse University in 1987 and his J.D. from the Western New England School of Law in 1989. Mr. Strauss is a member of the Lehigh and Carbon County Bar Associations as well as the Pennsylvania Bar Association (member: PBA Elder Law Section and Real Property, Probate and Trust Law Section: Vice President Probate Trust Division 2012-2014, Section Chair 2014-2015) and Lehigh Valley Estate Planning Council. Eric is an elected fellow of The American College of Trust and Estate Counsel (ACTEC). He has authored numerous articles and frequently lectures to community and professional groups, including the National Business Institute and Pennsylvania Bar Institute, on the topics of estate planning, estate administration, trust administration, fiduciary income tax, Pennsylvania Inheritance Tax, Federal Estate Tax, and related areas. He also devotes time to community organizations including the Allentown YMCA-YWCA, Board of Directors (President 1997-1998), Trustee (1999-present); Lehigh County Senior Center, Board of Directors(2003-2009) and Trout Unlimited.

Chari M. Alson, Esq., CELA

Ms. Alson is Certified as an Elder Law Attorney by the National Elder Law Foundation and practices with the law firm of Anderson Elder Law, P.C. based in Media, Pennsylvania. She has been practicing in the areas of trust and estate administration, estate planning, and elder law since 2003. Ms. Alson received her juris doctor degree from Temple University, her Masters in Public Health and a Gerontology Certificate from Boston University School of Public Health, her Bachelor of Arts from Rutgers University – New Brunswick, and holds the Certified Trust and Financial Advisor designation. Ms. Alson is a member of NAELA and PAELA, is a Co-Chair of the Delaware County Bar Association Elder Law Committee, a co-Editor of the Delaware County Elder Law Handbook, a co-Editor of the Pennsylvania Bar Association Elder Law Section Newsletter, an editorial board member of NAELA News, and is a board member of the Chester County Estate Planning Council.

Ryan Oestreich

I received my Bachelor’s Degree in Finance from Albright College and my Master’s Degree in Financial Services from The American College. Robert Gerhard III, Esq., CELA

Robert C. Gerhard, III is a partner with the Montgomery County, Pennsylvania elder law offices of Gerhard & Gerhard, P.C. located in Jenkintown, Pennsylvania. Attorney Gerhard is an elder law specialist and an authority on Pennsylvania Medicaid law as it relates to long term care. He devotes his law practice exclusively to elder law matters, emphasizing asset protection for seniors facing nursing home care. Mr. Gerhard is a fellow of the American College of Trust and Estate Counsel (ACTEC). ACTEC is an organization of approximately 2600 trust and estate attorneys elected to membership by demonstrating the highest level of integrity, commitment to the profession, competence, and experience as trust and estate counselors. Mr. Gerhard is certified as an elder law attorney (CELA) by the National Elder Law Foundation. He is past Chair of the Montgomery Bar Association’s Elder Law Committee, a position he held held for over fifteen years. Mr. Gerhard served as Chair of the Pennsylvania Bar Association’s 800 member Elder Law Section in 2010 and remains active on the board of directors. He served as President of the Pennsylvania Association of Elder Law Attorneys for two years (2020 & 2021), and was Chair of the Nominating Committee and Co-Chair of their Programming Committee in 2019. He was recognized by the National Academy of Elder Law Attorneys (NAELA) as Pennsylvania’s Outstanding Chapter Member of the Year in 2019 and again in 2022. Attorney Gerhard was honored by the Pennsylvania Bar Association’s Elder Law Section with its “Excellence in Elder Law Award” for his service to the elder law bar over many years. This meaningful award recognized Gerhard for “superior professional efforts in the field of elder law, significant contributions to the legal profession and noteworthy service to the elderly.” The award was presented during the 17th Annual Elder Law Institute at the Pennsylvania Convention Center, Philadelphia in July 2014. Attorney Gerhard has written and published extensively on elder law topics. He authored the Pennsylvania Medicaid Long-Term Care law treatise, and the Pennsylvania Medicaid Long-term Care Lawsource, both available from the legal publishing house, George T. Bisel Company. These reference books are used by attorneys across the Commonwealth of Pennsylvania. The nineteenth edition of Pennsylvania Medicaid Long-Term Care was released in January of 2023. Mr. Gerhard is also co-author and editor of the Montgomery County Elder Law Handbook (2021) and Montgomery County Elder Law Reference Guide. Mr. Gerhard donated his time to co-author and edit these two publications, and the Montgomery County Elder Law Handbook (2021) is distributed to Montgomery County seniors and their caregivers at no cost, courtesy of the Montgomery Bar Association, Montgomery Bar Foundation, and other sponsors. Attorney Gerhard is Editor Emeritus of the Pennsylvania Bar Association’s Elder Law Section Newsletter, having served as Editor for almost 15 years. Robert C. Gerhard, III is a member of the Montgomery County and Philadelphia Estate Planning Councils, and has been a member of the National Academy of Elder Law Attorneys since 1996. Mr. Gerhard received his law degree (J.D.) from the Dickinson School of Law and earned his tax law degree (LL.M. Taxation) from the Villanova University School of Law. Before entering private practice, Attorney Gerhard served as law clerk to the Honorable Theodore S. Gutowicz in the Philadelphia Court of Common Pleas, Orphans’ Court Division. He has been honored with Martindale Hubbell’s highest lawyer rating of AV® for legal ability and ethics, and has been selected for inclusion in 2005 – 2023 Pennsylvania Super Lawyers® and Philadelphia’s Best Lawyers® 2022 Edition in the field of elder law.

W. Scott Foster, Esq.

Since December 30, 2013, Mr. Foster has served as Senior Counsel assigned by the Pennsylvania Governor’s Office of General Counsel to the Department of Human Services (DHS). His primary responsibility is to serve as lead counsel to DHS’s Third Party Liability Estate Recovery (TPL) program. In that role, he advises DHS staff on complex legal issues, responds to legal filings, and manages pending litigation. Mr. Foster’s other responsibilities include coordinating appeals of federal funding disallowances, litigating in appellate courts, and advising DHS program offices in the areas of audit reviews, reimbursement operations, and general program eligibility issues. Prior to joining DHS, Mr. Foster served as counsel to the PA Office of Inspector General (OIG). In advance of his Commonwealth legal career, he was a senior associate with a small practice Harrisburg law firm where he focused on Medicaid eligibility and reimbursement issues. He also served a short stint practicing criminal defense litigation as well as family and domestic relations law. He graduated from Slippery Rock University of Pennsylvania in 1992 with a Bachelor of Science in English, with a technical writing emphasis. Mr. Foster earned his Juris Doctor at Widener University School of Law and is certified to practice law in Pennsylvania. He was the co-chair of the Governor’s Office of General Counsel, Trust and Estates Practice Group. Mr. Foster holds or held memberships with the Pennsylvania Bar Association, Dauphin County Bar Association, Association of Trial Lawyers of America, and is a former member of the American Inns of Court. He is admitted to practice before the Supreme Court of Pennsylvania, the United States District Court for the Middle District of Pennsylvania, and the US Court of Appeals for the Third Circuit.

Ash Ahluwalia

Ash Ahluwalia is the head of Social Security planning at OneTeam Financial. With nearly thirty years of experience, he is an industry thought leader regarding social security and oversees the development of claiming strategies to help maximize retirement income benefits. Larry H. Spector

Larry Spector has handled numerous class actions, most recently a challenge to the entrance fee refund practices of a large Continuing Care Retirement Community. He has counseled residents of CCRA’s in conflict with management. In practicing complex commercial litigation, he has represented both plaintiffs and defendants in business divorces and shareholder disputes and in matters involving securities fraud, antitrust, employment, tax, real estate, trade secret and successor liability disputes He has coached moot court teams at the Beasley School of Law at Temple University and published articles relating to insurance for intentional business torts, violations of stock exchange rules, false advertising and non-compete restrictive covenants. He is a graduate of the University of Pennsylvania (B.A. 1971) and Georgetown University Law Center (J.D. 1974).

Alwyn Powell

Mr. Powell is a consulting actuary specializing in consulting with retirement communities known as Continuing Care Retirement Communities (CCRCs) and Continuing Care at Home (CCaH) for more than 40 years. A.V. Powell Associates LLC’s corporate headquarters is located in Atlanta, GA, with additional offices in St. Louis, MO, and Virginia Beach, VA. Our consulting and software services include: (i) comprehensive ASOP#3 actuarial studies for use with regulatory compliance, credit-enhanced financing, and setting fees and reserves; (ii) estimates of the obligation to provide future services (FSO) to comply with GAAP audit standards; (iii) ASC 606 income recognition software (FIRST); and (iv) software to evaluate a resident’s ability to pay future fees (FINAID). The firm conducts over 150 comprehensive actuarial studies annually. Our studies’ information is used to update the most extensive database about health care utilization for CCRC residents; as of December 2020, the AVP database consists of more than 3 million life-years of exposure from nearly 400,000 individuals. Statistics from this database are used as the primary assumptions for credible projections using our retirement community demographic and financial projection model (FORCAST). Mr. Powell pioneered the application of actuarial science mathematics to CCRCs in 1979 to quantify the appropriate level of reserves and pricing margins for their unique contractual combination of lifetime long-term care insurance with managed care considerations plus senior living housing benefits. He repeated this effort in 1990 for CCaHs (aka Lifecare Without Walls) as part of a Robert Wood Johnson Foundation grant to assess this long-term care funding concept’s financial feasibility. AV has published many articles and one book on the actuarial issues for pricing continuing care contracts. He chaired the first American Academy of Actuaries Committee on CCRCs in 1985 that led to the development of Actuarial Standards of Practice No. 3 that is the national standard for evaluating the financial solvency of both CCRCs (aka Life Plan Communities) and CCaH organizations. Before establishing A.V. Powell Associates LLC, Mr. Powell managed the CCRC actuarial consulting practices as a principal with Willis Towers Watson (fka Tillinghast/Towers Perrin) and as a vice president with Winklevoss Associates. Mr. Powell has an undergraduate degree in statistics from Harvard University in 1975 and a graduate degree in actuarial science from Georgia State University in 1976. He was a 1977 S.S. Huebner Foundation Doctoral Fellowship recipient. He completed his doctoral course work in risk and insurance at the Wharton School in 1979. He is a member of the American Academy of Actuaries (MAAA) and an Associate of the Society of Actuaries (ASA).

Katy McKee, Esq.

Katy McKee is a Supervising Attorney working in PHLP’s Pittsburgh Office. She is an expert in Medicaid and dual eligibility. Prior to joining PHLP in 2018, she worked as a staff attorney for more than 10 years for Neighborhood Legal Services, representing low-income tenants, victims of domestic violence, unemployed workers, seniors, and people with disabilities. Amy E. Lowenstein, Esq.

Amy Lowenstein is the director of policy and a supervising attorney at the Pennsylvania Health Law Project. She works to improve and strengthen Medicaid coverage and services for Pennsylvanians through policy analysis, systems advocacy and direct representation; and provides training and support to community-based organizations. Prior to joining PHLP, Amy represented health care consumers and people with disabilities in New York through policy advocacy, litigation and direct services. Amy received her J.D. from Columbia Law School and her B.A. in history from Wesleyan University.

Jonathan Pollack, CLTC

Mr. Pollack graduated from Temple University 1991 and has worked exclusively in the individual and group long –term care insurance industry for over 25 years. Mr. Pollack has lectured extensively and has spoken at Marriott Corp., Presbyterian homes, AARP chapters and many other retirement communities. In addition, he has published numerous articles in a variety of senior publications such as Seniors and Golden Times. As a long-term care insurance specialist Jon has trained MassMutual agents since 2000 when MassMutaul developed a Long-Term Care product he also works as a consultant to a number of local accountants, financial planers and attorneys.

Linda M. Anderson-Green, Esq., CELA

Linda M. Anderson is the founder and principal of Anderson Elder Law, a firm in Media, PA serving clients of all ages throughout the Delaware Valley. Tammy A. Weber, Esq., CELA

Ms. Weber is the managing principal of Marshall, Parker Weber, LLC (www.paelderlaw.com) with offices in Williamsport, Plains, and Jersey Shore, Pennsylvania. Her practice focuses on elder law, estate and business succession planning. She graduated magna cum laude from Lycoming College and received her law degree from Temple University. She is a certified elder law attorney (CELA) by the National Elder Law Foundation. She is also a VA accredited attorney for the preparation, presentation, and prosecution of claims for veterans’ benefits before the Department of Veterans Affairs. Sally L. Schoffstall, Esq., CELA

Emily Largent JD, PhD, RN

Dr. Emily Largent is the Emanuel and Robert Hart Assistant Professor of Medical Ethics and Health Policy at the University of Pennsylvania. She holds a secondary appointment at Penn Law and is a Senior Fellow at the Leonard Davis Institute of Health Economics. Dr. Largent is co-leader of the Penn Alzheimer’s Disease Research Center’s Outreach, Recruitment, and Engagement Core. Her work focuses on improving the wellbeing of the millions of persons at risk for or living with Alzheimer’s disease and their caregivers. Dr. Largent seeks to support individuals and caregivers across the Alzheimer’s trajectory through her work on biomarker disclosure, dementia-friendly social policy, and supported decision making. Additionally, Dr. Largent’s scholarship addresses ethical and regulatory oversight issues in Alzheimer’s disease research and aims to reduce barriers to research participation and improve the experiences of participants and their study partners. Dr. Largent received her doctor of philosophy in health policy from Harvard University and her juris doctor degree from Harvard Law School. Prior to that, she received her bachelor’s of science in nursing from the University of Pennsylvania School of Nursing and completed a fellowship in the Department of Bioethics at the National Institutes of Health.
