Faculty

Timothy M. Barrouk, Esq.

Attorney Barrouk is an Attorney with Steve Rice Law. He has been practicing for 17 years with a focus on Driving Under the Influence. He has been a frequent lecturer on DUI Related topics. He is certified in Standardized Field Sobriety Testing as both a practitioner and instructor and in ARIDE. He also has extensive training in Chemical Testing. He was flown in by the Vermont State Police to give their Drug Recognition Experts experience in dealing with cross-examination. He has successfully litigated multiple published DUI related appellate cases.

David R. Erhard, Esq.

Attorney David Erhard has practiced criminal defense for his entire career of over 18 years. He is a partner at Steve Rice Law, an exclusively criminal defense law firm serving Central and South Central PA. He handles the bulk of the firm’s summary motor vehicle code practice and a large portion of its DU ls. He is a longtime member of the national College of DUI Defense and certified NHTSA Standardized Field Sobriety Test practitioner and instructor. He is a former member of the board of directors for PACOL and has spoken at several seminars about DUI defense. He resides in Mechanicsburg, Pennsylvania with his wife and three children where he spends his time volunteering with Cub Scouts & the Cumberland Valley Youth Basketball Association.

David E. Hershey, Esq.

Mr. Hershey practices with the firm of Colgan & Associates LLC, in Mechanicsburg, York County. His practice includes motor vehicle defense, including: DUI, homicide by vehicle and truck-related citations. He also concentrates on administrative issues including PennDOT administrative hearings and license suspension appeal hearings within the Courts of Common Pleas throughout South-Central Pennsylvania. He regularly appears in Magisterial District Courts defending summary traffic cases with driver license implications. He has been a course planner for PBl’s Solving Driver Licensing Problems seminar since 1996. Prior to entering private practice Mr. Hershey was a Deputy District Attorney assigned to prosecute driving under the influence cases in Dauphin County. He is presently an instructor in Vehicle Code matters for the Pennsylvania Minor Judiciary Education Board. Mr. Hershey is also currently Solicitor for the Cumberland County Clerk of Courts and the Pennsylvania Association of Prothonotaries and Clerks of Court.

Eileen Lee

J. Eileen Lee has been employed with the Pennsylvania DUI Association as the Director of Ignition Interlock Quality Assurance since 2014. She has spent over 30 years in the probation and parole field with the Florida Department of Corrections and Dauphin County Adult Probation and Parole. During her tenure at Dauphin County, Ms. Lee worked with the Dauphin County District Attorney’s office as an evidentiary breath testing officer for over 25 years, and as Coordinator and facilitator of the Alcohol Highway Safety program for 24 years. She served on the board of Directors for the PA DUI Association from 2008 to 2014. Ms. Lee is a graduate of Penn State University where she earned a Bachelor’s degree in Public Policy.

Brian V. Manchester, Esq.

Brian Manchester is a seasoned attorney with over two decades of legal experience, admitted to practice law in Pennsylvania since 2000. He is also licensed to practice before the United States Federal District Courts for both the Middle and Western Districts of Pennsylvania.
