Alissa E. Halperin, Esq.
Ms. Halperin received her B.A. from the University of Washington and her J.D. from Villanova University School of Law. Ms. Halperin is principal consultant at Halperin Health Policy Solutions where she works on Medicare, Medicaid, Long-Term Supports and Services, Aging, and Disability policy research and program design. She consults or has consulted for the Centers for Medicare and Medicaid Services, AARP Government Affairs, the AARP Public Policy Institute, the New York State Department of Health, the New York State Office For Aging, the Pennsylvania Office of Long-Term Living, the Pennsylvania Department of Aging, the New Jersey Department of Human Services, the Pennsylvania Association of Area Agencies on Aging, the Center for Health Care Strategies, the Center for Advocacy for the Rights and Interests of the Elderly, and a handful of other state agencies and national non-profit organizations and associations. From 1999 to 2009, she worked at the Pennsylvania Health Law Project (www.phlp.org). Ms. Halperin began at PHLP as a public interest fellow funded by the Independence Foundation, then served as managing attorney, and finally as senior attorney and deputy director of policy advocacy. Her work has focused on healthcare and long-term care access and coverage issues for lower-income seniors and adults with disabilities.
Chari Alson Esq., CELA
Ms. Alson is Certified as an Elder Law Attorney by the National Elder Law Foundation and practices with the law firm of Anderson Elder Law, P.C. based in Media, Pennsylvania. She has been practicing in the areas of trust and estate administration, estate planning, and elder law since 2003. Ms. Alson received her juris doctor degree from Temple University, her Masters in Public Health and a Gerontology Certificate from Boston University School of Public Health, her Bachelor of Arts from Rutgers University – New Brunswick, and holds the Certified Trust and Financial Advisor designation. Ms. Alson is a member of NAELA and PAELA, is a Co-Chair of the Delaware County Bar Association Elder Law Committee, a co-Editor of the Delaware County Elder Law Handbook, a co-Editor of the Pennsylvania Bar Association Elder Law Section Newsletter, an editorial board member of NAELA News, and is a board member of the Chester County Estate Planning Council.
Marielle F. Hazen, Esq., CELA
Marielle F. Hazen is the founder of Hazen Law Group, a firm dedicated to the practice of elder and special needs planning law, estate planning, tax planning and estate administration. Ms. Hazen has earned the distinction of being a Certified Elder Law Attorney by the National Elder Law Foundation, as authorized by the Pennsylvania Supreme Court. She currently serves as Treasurer of the Board of Directors of the National Academy of Elder Law Attorneys (NAELA) and as Co-Chair of its Federal Advocacy Committee. She is an ACTEC Fellow, Past President and one of the founding members of the Pennsylvania Association of Elder Law Attorneys (PAELA), a Past Chair of the Elder Law Section of the Pennsylvania Bar Association (PBA), and a Past President of the Special Needs Alliance (SNA), a national nonprofit alliance of special needs planning attorneys. In 2023, Ms. Hazen was recognized as a Fellow of NAELA, the highest honor bestowed by the Academy in recognition of exceptional contributions to meeting the needs of older Americans. In 2018, she received the NAELA John J. Regan Writing Award for co-authoring the article “The Fiduciary Pitfalls of Managing Special Needs Trusts That Own Real Estate.” In 2014, Ms. Hazen was presented with the NAELA Powley Elder Law Award. This national award is presented to an attorney who has demonstrated a commitment to promote, in the minds of the general public, a greater understanding of the rights and needs of the elderly and people with special needs. In 2010, Ms. Hazen was presented with the Excellence in Elder Law Award from the Elder Law Section of the PBA. This award was given in recognition and appreciation of her superior professional efforts in the field of elder law, her significant contributions to the legal profession and her noteworthy service to the elderly. In 2009, Ms. Hazen received an Outstanding Achievement award from NAELA. Ms. Hazen has been selected by her peers as a “Super Lawyer” in the field of Elder Law and as one of the Top 50 Women Lawyers in Pennsylvania, as featured in Law and Politics Magazine. She has also been selected as one of the Best Lawyers in America, and Hazen Law Group has been recognized by U.S. News and World Report as one of the top law firms in the country. Ms. Hazen has received Martindale-Hubbell’s highest lawyer rating of AV®. An AV Rating is given to those attorneys who have reached the highest standards of professional excellence.
Linda M. Anderson-Green, Esq., CELA
Linda M. Anderson is the founder and principal of Anderson Elder Law, a firm in Media, PA serving clients of all ages throughout the Delaware Valley. She is dedicated to helping individuals and families navigate legal, financial, and medical issues related to elder law, estate planning, and long-term care and special needs planning. Ms. Anderson has over 30 years of experience in the elder law field and is a Certified Elder Law Attorney, as conferred by the National Elder Law Foundation and authorized by the Pennsylvania Supreme Court. Ms. Anderson is an active and distinguished member of her evolving field. She is an accredited attorney with the Department of Veteran Affairs as well as a Charter Member of the Life Care Planning Law Firms Association, and long-time member of the National Academy of Elder Law Attorneys. In addition, she is an invited member of the Special Needs Alliance, which distinguishes lawyers with dedication and skill in aiding special needs clients while also serving the wider community of disabled individuals and their families through local, state, and national organizations. Ms. Anderson is the past President of PAELA (Pennsylvania Association of Elder Law Attorneys (2018-2019)) and has served as Chair of the Pennsylvania Bar Association Elder Law Section (2009) and as Co-Chair of the Delaware County Bar Association’s Elder Law Committee (2004-2018). Ms. Anderson has been recognized as a Pennsylvania Super Lawyer® in the field of Elder Law since 2004, and repeatedly as one of the Top 100 Lawyers in Pennsylvania and as a Top 50 Women Lawyers in Pennsylvania. She was awarded with the 2012 PAELA Member of the Year Award and Anderson Elder Law has been distinguished by U.S. News and World Report as one of the top law firms in the country and she has been selected for Best Lawyers in America. Ms. Anderson also received the prestigious AV® rating from Martindale Hubbell and is a Fellow of ACTEC (The American College of Trust and Estate Counsel). Ms. Anderson was also honored for the 2022 Achieva Awards of Excellence in Legal Services by Achieva, a family of organizations that seeks to empower people with disabilities. Ms. Anderson not only volunteers with community and professional groups to share her knowledge, but is also a regular faculty member and course planner for the Pennsylvania Bar Association in areas of elder law, estate planning, long term care planning, special needs planning, and veterans’ benefits. She received her bachelor’s degree from Sarah Lawrence College, has a master’s degree in Taxation from Villanova University, and graduated from the University of San Francisco School of Law.
Robert Clofine, Esq., CELA
Mr. Clofine has practiced in York since 1985. His practice focuses primarily on estate planning and administration and elder law. He is a certified elder law attorney (CELA) by the National Elder Law Foundation. He is a frequent contributor to local newspapers and has authored over 300 articles on issues of estate planning and personal finance. He has been quoted and mentioned by USA Today, Money Magazine, Kiplinger’s Personal Finance, Kiplinger’s Retirement Report, Mutual Fund Magazine, The Wall Street Journal, Bloomberg Personal Wealth Manager and Fortune Magazine in articles dealing with estate planning and elder law. Mr. Clofine is a fellow of the American College of Trust Estate Counsel and a member of the Joint State Government Commission’s Advisory Committee on Decedents’ Estates Laws. He is a past president of the Pennsylvania Association of Elder Law Attorneys and the former chair of the Elder Law Section of the Pennsylvania Bar Association. He has been selected for inclusion in Pennsylvania Super Lawyers® in elder law every year since 2005 and has been included in the Best Lawyers in America since 2008 in the field of elder law. He is a 1978 cum laude graduate of Villanova University and a 1982 cum laude graduate of the University of Pittsburgh School of Law.
