Municipal Law Recent Updates
Join us for recent developments regarding governing body issues; ordinance, statute and regulation validity issues; firearms; legislative changes and political subdivision; Tort claims Act and miscellaneous issues for municipal solicitors.  

In the Line of Fire: Best Practices in Police Department Management Police Issues 
The session offers practical guidance on how to conduct a meaningful assessment of municipal department administration to ensure compliance with federal and state law.

Issues with Stormwater Management Fee Programs 
This session will give a brief overview of the statutory and regulatory history that led to the development of stormwater fee programs; provide practical considerations from a legal and engineering perspective on the formation of stormwater fee programs; and discuss legal issues regarding the reasonableness of stormwater fees and the distinction between stormwater fees and taxes.

Repurposing of Commercial and Retail Space
Shopping and working virtually have become possible due to advances in technology. Retail sites such as Amazon, and platforms such as Zoom and Teams have created the ability to conduct business online, and virtual has become the “new normal” in commerce. This has led to the closing of shopping malls, “bricks and mortar” stores, and office buildings.  These closures have left large vacant commercial spaces, and created opportunities for new and different uses.  This session will highlight success stories and challenges faced in redevelopment, incentives in the law, and tips for presenting the case for repurposing.

Sunshine Act and Other Public Meeting Issues
This session will address the Sunshine Act, including the recent amendment under Act 65 of 2021 requiring posting of agendas 24 hours before an open meeting, the applicability of the Sunshine Act to committees, recent caselaw finding violations of the Sunshine Act, and potential First Amendment liability for limiting or censoring public comment.  

Ethics/Role of the Solicitor 
This presentation offers training, insights and occasional comic relief about the challenges and rewards of meeting our professional responsibilities to municipalities while staying on the right side of the Ethics Act.
