Joseph D. Richardson, Esq.

Joseph Richardson is a Partner at Willig, Williams & Davidson, where he concentrates on traditional labor law, advising union clients on strategy and counseling them on all aspects of collective bargaining and employee representation. His work includes representing unions before the National Labor Relations Board and in court and labor arbitration, contract negotiation, assisting and advising unions with organizing campaigns, and providing advice and counsel on internal union matters. Before joining the firm, Joe spent seven years as a field attorney with the National Labor Relations Board (NLRB) in San Francisco and Philadelphia. As an NLRB attorney, he investigated and litigated unfair labor practice charges and represented the Board in administrative hearings and injunction proceedings in U.S. District Court. While in law school in Washington, D.C., he represented underserved residents in eviction proceedings as part of a student law clinic. Before attending law school, Joe proudly served five years in the Marine Corps, including tours in both Iraq and Afghanistan as a servicemember and civilian contractor.

Lori Armstrong Halber, Esq., MBA

As both a litigator and traditional labor lawyer, she has led industry-shaping cases (such as PCC Structurals (365 NLRB No. 160, 2017)) and has defended employers before a range of courts and administrative forums, earning impressive jury trial successes in disability, harassment and retaliation cases.* However, Lori’s overall philosophy, shaped in part by her MBA, is to help employers proactively mitigate legal risks, galvanize workforces and create internal environments that set a course for greater profitability. Lori is an experienced labor lawyer, serving as regional committee co-chair of the ABA’s Committee on Practice and Procedure under the NLRA, as well as contributing editor to the Developing Labor Law treatise. Lori regularly represents employers before the NLRB, defends clients in grievance arbitrations and provides labor relations counselling (including formulating comprehensive and strategic union avoidance tactics). Lori is an accomplished negotiator, obtaining favorable collective bargaining agreements, including first contracts, for her clients. Employers frequently rely on Lori to defend their interests, including in class and collective actions, before federal and state courts and administrative agencies in matters involving a range of state and federal laws, including: Title VII of the Civil Rights Act of 1964, The Americans with Disabilities Act (ADA), The Age Discrimination in Employment Act (ADEA), The Family and Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA). Described by clients as engaging, entertaining and informative, Lori’s preventive counselling and training instructs executives, supervisors and employees on various workplace improvement topics that include harassment prevention, respectful relationships, effective communication and leadership, performance management, diversity and inclusion, and union avoidance.
